SCO Plots in Gurgaon — The Honest Overview

If you've been looking at commercial property in Gurgaon lately, SCO plots have probably come up in almost every conversation. There's a good reason for that. With an SCO — shop-cum-office — you aren't buying a box inside someone else's building. You're buying the land, and the building on it is yours to plan, use and rent out.

Right now we're tracking 40 projects from 25 developers across 26 sectors of the city, including Emaar, DLF, M3M, Adani, Reach, Signature Global. Most of the action is on Dwarka Expressway, which alone has 21 projects. New Gurgaon, SPR Road and Golf Course Extension Road make up the rest.

Plots start small — about 59 sq. yd — and go up to 491 sq. yd for the bigger pieces. Where developers publish a price, entry tickets begin at ₹1.2 Cr and run up to ₹11 Cr. The middle is where most of the choice is: 17 of the 30 priced projects start somewhere between ₹2.5 Cr and ₹6 Cr.

The Basics

So What Is an SCO Plot, Really?

Think of it as a small building site inside a planned commercial market. The developer gets the licence, lays out the roads, parking, drainage and landscaping, and then sells individual plots. You buy one and build on it to an approved design — usually a basement, a ground floor and three or four floors above.

That approved design is what keeps the whole market looking uniform. Your neighbour can't put up something odd next to you, and buyers walking the market see one clean shopping street rather than a jumble of buildings.

How you use each floor is up to you, within the project's rules. The picture on the right shows how a typical building tends to get used — the ground floor almost always earns the most, and the floors above suit offices, clinics and studios. 17 of the 40 projects we list also mention terrace rights.

HUDA Scheme

HUDA (HSVP) SCOs vs. Private-Developer SCOs

You'll hear people talk about "HUDA SCOs" a lot. HUDA — renamed Haryana Shehri Vikas Pradhikaran (HSVP) in 2017 — is the state's own development authority. It built many of the older sector markets in Gurgaon and still sells SCO sites in its sectors through e-auctions.

Private SCOs work differently. A developer such as Emaar or DLF gets a commercial licence from Haryana's Town & Country Planning department (DTCP), builds the market, and sells plots off a price list with a payment plan. Every project on this site is a private-developer project.

Neither route is automatically better. Auctions can be good value in established areas; private projects give you newer locations, a choice of sizes and a staged payment plan. Whichever you pick, read the auction brochure or the developer's agreement closely — terms change from scheme to scheme.

Floor-Wise Registry

One Building, Several Deeds

Here's the part that makes SCOs especially flexible. In many projects, each floor of an SCO building can be registered separately — it gets its own sale deed, just like an independent property.

Why does that matter? Because it means you don't have to treat the building as one all-or-nothing asset. You can sell the second floor and keep the rest, hand a floor to a family member, or bring in a partner for one level only. Getting part of your money out later becomes far simpler than selling a whole building.

Some developers now market this up front — Royal Green Realty, for instance, says each level of its Courtyard 37D buildings can be sold independently.

One honest caution: whether floor-wise registration is available, and what it costs, depends on the project and on Haryana's rules at the time. Get it confirmed in writing before you plan around it.

    Look the project up on haryanarera.gov.in and match the developer, registration number and approved layout.

    Check the DTCP licence and approved building plan — permitted floors, coverage and uses for your plot.

    Judge the Location

    Road width, frontage, corner or two-side-open plots, and the homes and offices within walking or driving distance.

    Beyond the plot price: stamp duty, registration, location charges and the cost of constructing your building.

Most SCO projects listed here are sold freehold, meaning you own the plot and the building you construct on it, usually including rooftop rights. Check the specific project's ownership terms before booking.

Developers typically list a development allowance of Basement + Ground + 4 floors, built to a pre-approved standard plan. A few projects list different allowances — each project page states what its developer has published.
